To me, Licensing a “flexible” Premium WordPress theme and paying a webmaster to modify it accordingly can be a proposable solution but most big players I’ve met out there use their own homemade templates.While skipping the initial cost of the Framework it also furthers the flexibility of the Theme for the Designer and saves money and troubles in the long run.
It’s also much cooler to have a WordPress theme named after your website rather than the framework/child theme you use.
Case in point; I had many clients approaching me last year,wanting me to use one of the top Premium WordPress themes out there to create the Blog part of their existing websites and my answer remained the same that:It is much cheaper,easier and faster to work from the ground up and create a unique WordPress Theme that can be modified by anyone with previous HTML/CSS knowledge.It also saves money on having to find a WordPress coder or even worst,having to find one that knows the framework well.
While a few that insisted on using the framework,having already paid licensing right,none of them actually did.All of them were highly satisfied and praised my work for them.
